An official website of the Velocity Interoperability Network

Points of Entry

The Velocity Interoperability Network may be entered only at a point of entry named on the register below. At each point an officer of the Immigration Department of the Velocity Interoperability Network checks the traveller's visa or passport, takes the traveller's declaration, registers the devices the traveller will connect to the Network and inspects any items that must be declared. Entering the Network other than at a point of entry is a breach of the entry rules, and a visa held by a person who does so may be cancelled.

The register was published on 6 September 2026 and names six points of entry: three road crossings, two rail terminals and one gateway at a member site. Three of them open today. The others will open as staff and inspection facilities are put in place, and the register is updated on the day each opens. Opening hours are stated in the local time of the point of entry. Travellers arriving outside opening hours wait until the point opens; there is no admission at an unstaffed point.

Not every point offers every service. Points marked for inspection can examine and release declared items; points marked for retention can hold items refused entry and return them on departure. Travellers who carry declarable items should choose a point with an inspection facility, and travellers who may need to leave an item at the border should choose one of the two principal crossings.

Halvane Bridge and Sarrow Viaduct Terminal are the principal crossings. Quillan Gateway admits only holders of a member staff visa and citizens on the business of the member site.

Road crossings

The road crossings at Halvane Bridge and Lindmere Crossing admit travellers on foot and in vehicles. Vehicles are inspected as declared items where they carry equipment that will be connected to the Network, and any device fitted to a vehicle that transmits on Network channels must be certified and registered like any other.

Halvane Bridge is the larger of the two and the only road crossing with a retention facility. Travellers who expect to be refused entry for an item, or who are unsure whether an item is permitted, should use Halvane Bridge.

Rail terminals

Rail travellers are checked at the terminal on arrival, not on the train. The Sarrow Viaduct Terminal is staffed for the duration of the timetable and for one hour after the last arrival. Its inspection and retention facilities match those at Halvane Bridge.

Brenholm Rail Terminal will open when its inspection facility is complete. Until then rail travellers with declarable items should travel to Sarrow Viaduct Terminal.

On arrival

  1. Step 1: Present your document

Hand your visa or passport of the Network to the officer. Visas are checked against the Department's record of the application; passports are checked against the register of citizens. Travellers without a valid document are refused entry.

  2. Step 2: Make your declaration

State whether you carry anything that must be declared under the entry rules: more than three connected devices, a device connected to an outside network in the previous thirty days, cryptographic hardware, removable storage over one terabyte, or goods for sale or for an organisation inside the Network. Answer even if the answer is nothing.

  3. Step 3: Register your devices

Each device you will connect to the Network is checked against its certification record and registered to you for the period of your stay. Uncertified devices that transmit on Network channels are not admitted.

  4. Step 4: Inspection of declared items

Declared items are inspected at the point of entry. Inspection is normally completed and the items released the same day. Where an item cannot be released, you are given a written notice stating the reason and how the item will be dealt with.

  5. Step 5: Entry is recorded

The date, the point of entry and the devices registered are recorded against your document. Keep the entry record you are given; it is required when you leave and if you apply for any further document of the Network.

What a point of entry does

Document checks
Every point of entry checks visas and passports of the Network and refuses entry to travellers who do not hold one. Officers may ask about the purpose and length of a visit and may compare the answers with the visa application.
Device registration
Every point of entry registers certified devices to their holders. The classes of device, the certification each requires and the holder's obligations are described under Device Registration.
Inspection of declared items
Points of entry marked for inspection examine items declared on arrival and release them, normally the same day. Points without an inspection facility direct travellers with declarable items to the nearest point that has one.
Retention and return
Items that are not permitted are refused entry. At the two principal crossings they may be retained by the Department and returned to the traveller on departure. Elsewhere the traveller must remove the item from the Network before entering.
Departure
Travellers leave the Network through a point of entry. Registered devices are deregistered, retained items are returned and the departure is recorded against the document.

Read the entry rules before you travel, and the guidance on device registration if you will connect anything to the Network. Questions about a particular crossing may be sent to contact@immigration.gov.vin, naming the point of entry.
